About Our Presentation

Dams provide a critical role to water supply strategies and inherently have a higher degree of risk compared to other municipal improvements.  The Dam Safety industry has evolved over the past century with the understanding of past dam failures and the advent of Risk Informed Decision Making.  IRWD is utilizing the lessons learned from the past and the latest safety practices in the design of the Syphon Dam and Santiago Creek Dam improvements project. 

This presentation will provide a high-level summary of unique design methodologies that are incorporated into IRWD’s upcoming dam projects and its Dam Safety Program, while also explaining some key project features of the large-scale improvement projects.  Once complete, Syphon Reservoir will store over 5,000 acre feet of recycled water to help meet seasonal demands and enhance local supplies.  When the Santiago Creek Dam improvements are complete, Irvine Lake, which is formed by the dam, will regain its 28,000 acre feet capacity to store native runoff and further the resiliency for the region.

About Our Speaker

Jacob Moeder, P.E.

Engineering Manager, Dams & Storage, 
Irvine Ranch Water District

Jacob Moeder is the Engineering Manager of the Dams & Storage group at Irvine Ranch Water District where he leads the award-winning state-of-the art dam safety program.  Prior to his current role, he was with the Capital Projects team at IRWD where he worked on a variety of treatment, conveyance, reservoirs, and special projects.  He has nearly two decades of engineering experience in the water and wastewater industry during which time he has taken on a variety of roles and responsibilities. 

Jacob received his Bachelor of Science degree in Civil Engineering from California State University, Sacramento and received his Master’s in Public Administration from San Diego State University. 

Fun Random Fact:

Jacob had several sets of stitches during his youthful and rambunctious years, none of which are from his decades of playing hockey.
