About Our Presentation
The South Coast Water District’s Doheny Ocean Desalination Project has made significant strides in securing a sustainable and reliable water supply for South Orange County. Located strategically next to San Juan Creek, close to existing infrastructure, the facility will be built to produce 5 million gallons per day (MGD) of drinking water, with the potential to expand up to 15 MGD. The project has achieved major permitting milestones, including NPDES and Coastal Development permits, completed necessary environmental assessments, garnered $40.1 million in grants, to date and most recently awarded Phase 1 Progressive Design-Build-Operate-Maintain Contract.

About Our Speaker
Marc Serna
Assistant General Manager and Chief Engineer,
South Coast Water District
Marc Serna is the Assistant General Manager/Chief Engineer for South Coast Water District (SCWD). He is responsible for managing the engineering and operations departments for the District along with implementation of the Capital Improvement Program including potable water, recycled water, and sewer projects.
Marc oversaw the completion of SCWD’s $100 million, six-year rehabilitation project for a sewer tunnel built in the 1950s under the bluffs of a sensitive coastal area and the Planning for the $175 million Doheny Ocean Desalination Project.
Marc has over 33 years of experience in the water resources industry including water resource management, design, construction, and design-build delivery. He joined SCWD in 2019 as Chief Engineer and was promoted to Assistant General Manager/Chief Engineer in 2021.
Prior to SCWD, he served as Director of Engineering for Eastern Municipal Water District, Director of Engineering and Operations for Moulton Niguel Water District, and Manager of Engineering for West Basin Municipal Water District. He began his career in the private sector as engineering consultant for RBF Engineering (acquired by MBI), and AKM Consulting.
Marc received his Bachelor and Master of Science degrees in Civil Engineering from Loyola Marymount University. He is a registered Civil Engineer and hold his Grade IV Water Treatment Plant Operator license in California.
