About Our Presentation
In our ongoing commitment to public health and safety, Orange County water agencies are at the forefront of the battle against lead contamination in drinking water.
Since the USEPA first introduced the Lead and Copper Rule in 1991, efforts to safeguard drinking water have significantly evolved. The most recent update in 2021, the Lead and Copper Rule Revisions (LCRR) mandates water systems to complete thorough service line inventories for lead presence, including those within private properties, by October 16, 2024.
While water systems in Orange County are on-track to meet this deadline, complacency is not an option. USEPA anticipates releasing in late 2024 the Lead and Copper Rule Improvements (LCRI) with even stricter standards, including a push for 100% lead service line replacement within 10 years and more stringent water quality testing protocols.

About Our Speakers
Sarina Sriboonlue, P.E.
Principal Engineer,
Municipal Water District of Orange County
Sarina is the Project Manager for MWDOC’s LCRR Initial Service Line Inventory Development Project which MWDOC offered to retail water agencies in OC under its Choice Program.
Sarina joined MWDOC in 2023 to work more closely with OC agencies. Previously, she was part of a global consulting firm specializing in water resources and water infrastructure planning. She’s worked with an array of clients, including Metropolitan, its Member Agencies, NASA/JPL, The Nature Conservancy, GE, and others. She joined OCWA Board of Directors in 2024.
Nicole Blute, Ph.D., P.E.
Vice President and Project Manager,
Hazen
Nicole serves as Hazen’s Director of Drinking Water Process Technologies and has extensive LCRR and corrosion control experience working with utilities throughout the Western United States. She has over 25 years of experience with distribution system water quality. She specializes in drinking water quality and system planning for water agencies and leads complex programs involving multiple agencies, facilities, and stakeholders. Nicole is experienced in working closely with DDW to propose and interpret regulatory direction.
