About Our Speaker
Amber Boone
General Manager,
South Orange County Wastewater Authority
Amber Boone was appointed General Manager of the South Orange County Wastewater Authority (SOCWA) in February 2025. She has two master’s degrees in environmental science and policy from Johns Hopkins University and Public Administration from the University of Southern California.
Amber has worked in public service for two decades with multiple leadership roles in industry advocacy and technical groups. Her leadership focus is on public sector efficiency, advanced science and engineering principles that lead policy development, and implementation of tools such as AI to augment public service intelligence.
Amber is currently working on a digital transformation at SOCWA and developing software products to provide technical assistance, expedite permit processing, automate internal workflows, and generally speed the delivery of services for the public benefit.
