The Association holds monthly luncheon meetings featuring knowledgeable speakers on topics important to the water industry, as well as annual social events including a golf tournament, emerging professionals networking activities, and a holiday dinner.


Membership in the Orange County Water Association provides opportunities to keep informed about issues affecting the water community, to meet and communicate with other water professionals, and to support programs which provide public education and technical training about water and water systems. Members pay a reduced fee for luncheons and special events throughout the year.

    Join us October 15 for an in-depth look at “Successful Construction Project Delivery.”

    Presented by Randy Lovan and Jerome Ruddin with HDR, they’ll provide insights on all phases of a project, whether a major undertaking or a smaller initiative. They’ll explore project delivery methods, the phases of a project and best practices throughout, as well as the roles within the construction management team. In addition, they’ll provide insight on how to mitigate change orders, manage risks, and how to keep focused on the pursuit of a project’s success.

    About Our Speakers

    Randy Lovan, CERT, CM, QSP

    Vice President, HDR

    Randy serves as the Southern California construction services business class leader and Vice President for HDR. He has over 33 years of experience managing a wide range of complex projects for water and wastewater agencies as well as public works clients.

    Randy has an expert-level proficiency in operations, leadership of high-performance teams, and delivery of complex, multi-million dollar infrastructure programs and projects with design-bid-build and alternative delivery methods.

    Randy successfully leads all aspects of a project including budget controls and change order management; direct interface with clients to proactively mitigate risk; schedule and cost overruns; dispute resolution; and fulfillment of regulatory compliance in addition to state and federal funding requirements.


    Jerome Ruddins, CCM, DBIA

    Senior Water Construction Manager, HDR

    Jerome serves as a senior water construction project manager for HDR. He has over 40 years of experience providing program management, construction management (CM), and claims services, focusing on water resources projects.

    He has served as a trusted advisor to public agencies throughout Southern California on over $2 billion of public works construction.

    Project delivery under his purview includes design-bid-build, and collaborative delivery.

    His focused project delivery is on potable water and water reclamation projects, including MBR, pump stations, RO treatment, ion exchange treatment, disinfection facilities, critical operations buildings, SCADA, PLC and HMI projects, CIPP lining, reservoirs, and metering facilities.

    Politics of Success for Women: Redefining the Rules of Success

    Politics exist everywhere, and most women understand the unspoken rules that define their success in the workplace. Redefining those rules of success allows women to be bold and to pursue achievements that move beyond societal and even their own expectations.

    The stress of success and the demands that accompany it while trying to maintain authenticity creates an interesting dynamic. Navigating through barriers in the workplace requires understanding of oneself and others so we can be strategic.

    Joone Kim-Lopez will share her journey and how she redefined the rules of success in her career. She will share her insights on how to truly achieve power.

    As the General Manager and CEO of the Moulton Niguel Water District, Joone Kim-Lopez has over 30 years of experience in public service. She has served diverse communities across California, bringing people together to navigate conflict and drive meaningful impact.

    Joone serves on the boards of numerous organizations to foster connections and partnerships, including the California Seismic Safety Commission, the Association of California Water Agencies, the Southern California Water Coalition, the Water Research Foundation, California WaterReuse, the California Water Data Consortium, and UC Irvine’s Water Leadership Board. In her personal time, she serves on the boards for the NAACP of California and Hawaii, Make-A-Wish Foundation’s Orange County & Inland Empire Chapter, Tilly’s Life Center, and United Way Orange County Leadership Council to End Homelessness.

    Preceding her career in the water industry, Joone was a Police Officer for the City of Pasadena, where she received the Silver Medal of Courage for valor under fire. She holds a Master’s Degree in Public Administration from California State University of Northridge, and a Bachelor’s Degree in Communications from the University of California, San Diego.
