About Our Speaker
Vicki Osborn
Director of Emergency Management,
Water Emergency Response Organization
of Orange County (WEROC)

With over 31 years of dedicated public sector service, Vicki Osborn is a recognized leader in emergency management. As Director of Emergency Management for WEROC, she coordinates with 36 public and private water and wastewater agencies to enhance preparedness, mutual aid response, and recovery efforts. She actively collaborates with government agencies across multiple disciplines, advocating for the critical role of water utilities in emergency response and strengthening interagency partnerships.
Vicki also serves as the Mutual Aid Coordinator for California Region I under the California Water/Wastewater Agency Response Network (CalWARN) and is the current President of CalWARN.
Prior to joining WEROC, Vicki spent 25 years with the Orange County Sheriff’s Department as an Assistant Emergency Manager for the County of Orange Emergency Management Division, where she oversaw countywide operational area planning. Her extensive experience includes leading response and recovery operations for numerous disasters and emergencies throughout her career.
A respected voice in the field, Vicki is an active member of the California Emergency Services Association (CESA), serving as the Southern Chapter Member-at-Large. She is also an Adjunct Instructor for the California Office of Emergency Services California Specialized Training Institute (CalOES-CSTI), where she designs, manages, and leads specialized emergency management training programs.
Vicki holds a B.S. in Emergency Management and is a certified Professional Emergency Manager for the State of California.
